The company is committed to conserve, promote and maintain health and safety in the work place and encourage attitudes and methods which will lead to improve physical and mental health of employees.

The facilities are overseen by a Medical Officer. There is a dispensary, round the clock services of medical personnel and a well equipped ambulance. All essential life saving instruments, laboratory equipment, lung function test, etc. are provided. For easy reference, employee data is computerised to include visits, complaints, treatment given and follow-up for easy reference.

Eminent Doctors are regularly invited to talk on topics of health awareness.
 
 
Safety

Highest priority is accorded to maintain high safety standards. Apart from holding weekly fire drills, periodical emergency mock drills are conducted onsite. Safety audits are regularly undertaken by external experts and their recommendations are meticulously implemented. Gas monitoring and detection systems have been installed at toxic gas handling areas. Approved personal protective equipment of international standards are utilized for safe working. The Plant Safety Committee and the Central Safety Committee are very active. There is a widely publicized" Safety, Health & Environment Policy" being diligently followed.
 
Environment Management

The need for a safe and healthy environment is stressed. An effluent treatment and disposal system was provided in the design stage of the plant itself. Thereafter, advanced pollution control measures have been regularly incorporated.

A centralized domestic effluent treatment plant has been installed. The treated effluent strictly complies with the parameters that are stipulated and is discharged into a green belt of over 80 acres of forest area created within the plant.

During the monsoon, the treated effluent water is pumped to the Arabian Sea at Thaneerbavi beach. A 4.5 kms pipe line is buried underground and another 650 metres is submerged so that the treated effluent water is disposed beyond the beach deep into the sea. The aesthetic appearance of the Thaneerbavi beach has vastly improved on account if this.

Change from a chromate-based program to a non-toxic phosphate based system was made in the cooling water treatment system in 1991.

The ambient air quality is monitored regularly at different locations inside and outside the factory premises. The pollutant concentration is well within the levels stipulated.

Compliance to the Environmental clearance issued by the Government of India Ministry of Environment and Forests vide letter F.No. J-11011/133/2009- IA II (I) Dated 3rd June, 2009 for setting up of Speciality Mixtures of Nutrients plant of capacity 2,21,000 TPA, at Panambur, Mangalore, Dakshina Kannada, Karnataka by M/s. Mangalore Chemicals and Fertilizers Ltd.

A. SPECIFIC CONDITIONS

i) The projects authorities shall ensure zero discharge from the proposed plant.  The wastewater generated for the existing plant shall be treated as per the standards prescribed by the Karnataka Pollution Control Board. No utilities shall be developed for this project. There will not be any generation and discharge of effluents from the “Speciality Mixtures of Nutrients plant”. The wastewater generated from the existing plants is being treated as per the standards prescribed by the Karnataka State Pollution Control Board. Existing utilities will be utilized for the “Speciality Mixtures of Nutrients plant”.  
ii) The project authorities shall not manufacture the raw materials as this plant will be based on mixing process only There will not be manufacture of the raw materials and the plant will be based only on the mixing process.
iii) The project authority shall install dust collection system in fertilizer mixing and bagging plant to control particulate emissions. Dust collection system will be installed to control particulate emissions.
iv) The company shall carry out air quality monitoring at vent/stacks and regular monitor the gaseous emissions along with particulate matter.  The reports shall be submitted to the Ministry’s Regional Office at Bangalore, CPCB and SPCB. As indicated in our project report submitted during environmental clearance there will be no gaseous emissions or any vent/stack for the “Speciality Mixtures of Nutrients plant”. Therefore air quality monitoring of vent/stack is not applicable to the “Speciality Mixtures of Nutrients plant”  
v) The ambient air quality shall be monitored at least at 3 locations, minimum one in down wind direction.  The location of monitoring stations shall be selected in consultation with the State Pollution Control Board. Ambient air quality monitoring stations have been set up in consultation with Karnataka State Pollution Control Board (KSPCB) and the Ambient air quality is being monitored regularly at three locations for SPM, RPM, SO2, NOx, NH3, CO, Fluorine and Hydrocarbon and the reports are being submitted to the KSPCB every month.  
vi) Data on ambient air quality stack emissions and fugitive emissions shall be regularly uploaded on the website of the company and submitted on-line to the Ministry’s Regional Office at Bangalore, Karnataka State Pollution Control Board (KSPCB) and Central Pollution Control Board (CPCB) as well as hard copy once in six months.  Data on SPM, SO2 and NOx shall also be displayed outside the premises at the appropriate place for the general public.   We would like to submit that there will be no gaseous emission from “Speciality Mixtures of Nutrients plant”. Ambient air quality data is being uploaded on company’s website and hard copy is being submitted to Karnataka State Pollution Control Board every month. The hard copies will be submitted to Ministry’s Regional Office at Bangalore, Karnataka State Pollution Control Board (KSPCB) and Central Pollution Control Board (CPCB)  once in six months along with the compliance report. Consolidated ambient air quality data for the last six months i.e. from April to September 2009 is attached as Annexure – I. Data on SPM, SO2 and NOx have been displayed outside the premises.  
vii) The company shall develop the green belt in 33% area, out of total area to mitigate the effect of fugitive emissions and noise as per the guidelines CPCB. MCF has already developed and maintained a green belt covering an area of about 45 acres. About 30,000 trees are planted in the green belt area.
viii) The company shall implement all the recommendations made in the Charter on Corporate Responsibility for Environmental Protection (CREP) for fertilizer industries for existing and proposed plant. MCF has implemented all the recommendations made in the Charter on Corporate Responsibility for Environmental Protection (CREP) for fertilizer industries for the existing plants. It will also be extended to the proposed plant.  
ix) Occupational health surveillance of the workers shall be carried out on a regular basis and records shall be maintained as per the Factories Act. For the purpose of occupational health surveillance, periodic medical examination of all employees is being carried out and records are being maintained.  
x) The company shall make the arrangement for protection of possible fire hazards during manufacturing process in material handling. Fire hydrant system as per Tariff Advisory Committee (TAC) stipulations is provided in plant area and Periodic Mock drills have been conducted. All plant personnel have been periodically trained in safety aspects, rescue operations and emergency response and handling procedures.  
xi) Provision shall be made for the housing of construction labour within the site with all necessary infrastructure and facilities such as fuel for cooking, mobile toilets, mobile STP, Safe drinking water, medical health care, crčche etc.  The housing may be in the form of temporary structures to be removed after the completion of the project. Necessary infrastructure and facilities are provided to all the construction labour within the factory premises
B. GENERAL CONDITIONS
i) The project authorities shall strictly adhere to the stipulations of the SPCB/state government or any statutory body. The stipulations made by the Karnataka State Pollution Control Board and the State Government are complied with. The compliance report with respect to consent for establishment for the proposed unit is enclosed. Annexure – II.
ii) The gaseous emissions (SO2, HCl, NOx, NH3 fertilizer dust) and particulate matter from various process units shall conform to the standards prescribed by the concerned authorities from time to time. Emission data shall be periodically monitored and reports submitted to Ministry’s Regional Office, CPCB and SPCB. The gaseous emissions for various process units are conforming to the standards prescribed by the concerned authorities. Emission data for the existing plants is being periodically monitored as per stipulations and reports are being submitted to Ministry’s Regional Office, CPCB and SPCB.
iii) All the wastes generated from the various processes shall be recycled/reuse in the plant and zero discharge shall be maintained. The domestic waste water shall be treated in septic tanks and treated waste shall be used for irrigation in the green belt. There will be no liquid effluent discharge, gaseous emissions & solid wastes disposal from the proposed ‘Speciality Mixtures of Plant Nutrients’ unit. The additional man power required for the proposed “Specialty Mixture of Plant Nutrients” facility will be about 10. The total quantity of water required for domestic consumption with respect to the “Speciality Mixtures of Nutrients plant” facility will be about 0.25 KL per day at the rate of 25 liters/person/day which is negligible. The total quantity of domestic effluent generated will be about 0.2 KL/day (80% of above)

With respect to the existing plants the quantity of domestic effluent generated is about 240 KL/day (Maximum). Compared to the above the additional quantity of domestic effluent generated due to the proposed facility (0.2 KL/day) will be negligible. However this additional domestic effluent will be treated in the existing domestic effluent treatment plant and the treated water will be used for irrigation in the green belt for watering purpose or reused as cooling water makeup water.
iv) No further expansion or modifications in the plant shall be carried out without prior approval of the Ministry of Environment and Forests. In case of deviations or alterations in the project proposal from those submitted to this Ministry for clearance, a fresh reference shall be made to the Ministry to assess the adequacy of conditions imposed and to add additional environmental protection measures required, if any. We have noted the condition. No further expansion or modifications in the plant will be carried out without prior approval of the Ministry of Environment and Forests.
v) At no time, the emissions shall exceed the prescribed limits. In the event of failure of any pollution control system adopted by the unit, the unit shall be immediately put out of operation and shall not be restarted until the desired efficiency has been achieved. We would like to submit that there will be no gaseous emission from the proposed “Speciality Mixtures of Nutrients” plant as the plant is based only on the mixing process.
vi) The locations of ambient air quality monitoring stations shall be reviewed in consultation with the State Pollution Control Board (SPCB) and additional stations shall be installed, if required, in the downwind direction as well as where maximum ground level concentrations are anticipated. Ambient air quality monitoring stations have been set up in consultation with Karnataka State Pollution Control Board (KSPCB) and the Ambient air quality is being monitored regularly for Ammonia, SPM, RSPM, SO2, NOx, NH3, CO, Fluorine and Hydrocarbon and the reports are being submitted to the KSPCB every month.
vii) Dedicated scrubbers and stacks of appropriate height as per the Central Pollution Control Board guidelines shall be provided to control the emissions from various vents. The scrubbed water shall be sent to ETP for further treatment. We would like to submit that, as indicated during the environmental clearance there will be no gaseous emission from the proposed “Speciality Mixtures of Nutrients” plant. Hence stack or scrubbing is not applicable for the proposed plant.
viii) Fugitive emissions in the work zone environment, product, and raw materials storage area shall be regularly monitored. The emissions shall conform to the limits imposed by the State Pollution Control Boards/Central Pollution Control Board. There will not be any fugitive emissions in the work zone environment, product, and raw materials storage area as this plant will be based on mixing process only.
ix) The project authorities shall strictly comply with the rules and guidelines under Manufacture, Storage and Import of Hazardous Chemicals Rules, 1989 as amended in October 1994 and January, 2000 and Hazardous Waste (Management and Handling) Rules, 1989 as amended from time to time. Authorization from the SPCB shall be obtained for collection, treatment, storage and disposal of hazardous wastes. Rules and guidelines under Manufacture, Storage and Import of Hazardous Chemicals Rules, 1989 as amended in October 1994 and January, 2000 and Hazardous Waste (Management and Handling) Rules, 1989 are complied with. There will not be any Hazardous waste generation from the proposed “Speciality Mixtures of Nutrients plant”. However, we have obtained authorization from Karnataka State Pollution Control Board for collection, treatment, storage and disposal of hazardous wastes for the existing plants.
x) The overall noise levels in and around the plant area shall be kept well within the standards by providing noise control measures including acoustic hoods, silencers, enclosures etc. on all sources of noise generation. The ambient noise levels shall conform to the standards prescribed under Environment (Protection) Act, 1986 Rules, 1989 viz. 75 dBA (day time) and 70 dBA (night time) Additional noise generation due to the ‘Speciality Mixtures of Plant Nutrients’ facility is negligible. The noise levels of equipment and machinery will be within the allowable limit.

The overall noise levels in and around the plant area will be kept well within the standards prescribed under Environment (Protection) Act, 1986 Rules, 1989 viz. 75 dBA (day time) and 70 dBA (night time)
xi) The company shall develop rain water harvesting structures to harvest the run off water for recharge of ground water. i. We have made provisions to collect roof water from the roof tops of some of the buildings near Utilities section to raw water storage tank and utilise the same in the Water Treatment Plant.
Total roof area covered – 1000 Sq. mt.
Approximate water harvested–3800 m3 per year.


ii. We have completed the scheme for harvesting roof water at our township. The roof water is being used to recharge the bore well. This scheme has been taken up for accomplishing our concern and social accountability for ground water conservation.
Total roof area covered – 3500 Sq. mt.
Approximate water harvested–13300 m3 per year.
xii) The company shall undertake eco-developmental measures including community welfare measures in the project area for the overall improvement of the environment. The eco-development plan should be submitted to the SPCB within three months of receipt of this letter for approval. The eco-development plan has been submitted to Karnataka State Pollution Control Board. Vide letter No. dated 26.08.2009
xiii) The project proponent shall also comply with all the environmental protection measures and safeguards proposed in the EIA/EMP report. We would like to bring to your kind attention that the good office of Ministry of Environment and Forests has decided that no EIA is required for the proposed expansion. Therefore this clause may not be applicable to the proposed “Speciality Mixtures of Nutrients” plant.
xiv) A separate Environmental Management Cell equipped with full fledged laboratory facilities shall be set up to carry out the Environmental Management and Monitoring functions. We have established an Environment cell for Environmental Management in our factory. The company has got well equipped laboratory with sophisticated instruments. The laboratory has well qualified, trained and experienced staff.
xv) The project authorities shall earmark adequate funds to implement the conditions stipulated by the Ministry of Environment and Forests as well as the State Government along with the implementation schedule for all the conditions stipulated herein. The funds so provided shall not be diverted for any other purpose. The required fund has been earmarked to implement the conditions stipulated by the Ministry of Environment and Forests as well as the State Government.
xvi) The implementation of the project vis-a-vis environmental action plans shall be monitored by the concerned Regional Office of the Ministry/SPCB/CPCB. A six monthly compliance status report shall be submitted to monitoring agencies and shall be posted on the website of the company. xvii) The project proponent shall inform the public that the project has been accorded environmental clearance by the Ministry and copies of the clearance letter are available with the SPCB and may also be seen at Website of the Ministry at http://envfor.nic.in. This shall be advertised within seven days from the date of issue of the clearance letter; at least in two local newspapers that are widely circulated in the region of which one shall be in the vernacular language of the locality concerned and a copy of the same shall be forwarded to the concerned Regional Office of the Ministry As per the condition we have advertised in English daily "Deccan Herald" and in Kannada daily "Prajavani" on 19.06.2009 about the environmental clearance accorded by the Ministry of Environment & Forests, Government of India for “Setting up of Speciality Mixtures of Nutrients manufacturing plant of capacity 2,21,000 TPA (Micronutrients-10,000 TPA, Speciality Fertilizers-1,00,000 TPA, Fertigation products–11,000 TPA and Soil conditioners–1,00,000 TPA)”. A copy of the same has been forwarded to the Ministry's Regional Office, Bangalore. vide letter No. 10602/MOEF/527 dated 20.06.2009.
xviii) The project authorities shall inform the Regional Office as well as the Ministry, the date of financial closure and final approval of the project by the concerned authorities and the date of start of the project. Project is financed by the internal source. Hence the date on financial closure is not applicable to this project. The approval has been obtained for the project by the concerned authorities. As indicated in covering letter the civil work for the installation of equipment is in progress.


Annexure-II

Compliance to the conditions stipulated in the consent for the expansion (CFE) for setting up ‘Speciality Mixture of Plant Nutrients’ unit of capacity 2,21,000 MTPA. Consent order No. PCB 557 HPI 07/5619 dated 19th March 2009

Water Consumption
There shall not be any additional water consumption from the expansion programme.
No additional fresh water will be required for the proposed ‘Speciality Mixtures of Plant Nutrients’ unit.
Water Pollution Control
There shall not be any additional generation of trade effluent in the expansion programme. There will be no liquid trade effluent from the ‘Speciality Mixtures of Plant Nutrients’ unit.
Air Pollution Control
There shall not be any additional air pollution source in the expansion programme.
There will be no additional air pollution source and hence no gaseous emission from the proposed ‘Speciality Mixtures of Plant Nutrients’ unit.
General
The industry shall not change or alter -
(a) raw materials or manufacturing process,
(b) change the products or product mix
(c) install/replace/alter the water or air pollution control equipments without the prior approval of the Board.
We have noted the contents
The applicant shall comply with all the Rules and guidelines issued from time to time. The rules and the guidelines issued from time to time will be complied with.
The Board reserves the right to review, impose additional condition or conditions, revoke, change or alter the terms and conditions. We have noted the contents.
This CFE does not give any right to the Party/Project Authority/Industry to forego any legal requirement that is necessary for setting/operation of the plant. We have noted the contents.
This consent for establishment is valid for 5 years. We have noted the contents.
The industry shall furnish point wise compliance to the conditions given under this consent for establishment within 30 days. We have noted the contents.
All other terms and conditions mentioned in the earlier Consent for Establishment are remains unaltered. We have noted the contents.
Applicants shall comply with the directions given during Personal hearing held on 29-02-2009. Directions given during Personal hearing held on 29-02-2009 will be complied with.
